STUDENTS COUNCIL CONSTITUTION

  • Name : This organization shall be called the S.D.M. College of Dental Sciences & Hospital Students Council, hereafter referred to as the Council.
  • Mission : The Council is founded with a mission to protect and advance the rights, interests and welfare of students pursuing dentistry in the college. It is also the mission of the Council to:
    1. Generate a sense of pride among the student community of being a part of the S.D.M. family;
    2. Encourage a sense of unity and mutual respect between students from different backgrounds (social, cultural, ethnic and economic);
    3. Inculcate respect for their patients and teachers;
    4. Introduce students to life-long involvement in organized dentistry and providing service, information, education, representation and advocacy;
    5. Equip students with the skills and passion necessary to become community leaders and volunteers because community service is something which should be extended beyond dental school;
    6. Promote and assist in maintaining an academic and social environment free from prejudice, exploitation, abuse and ragging;
    7. Act as a link between the student community and the school administration in enhancing academic success, and sports and cultural achievements;
    8. Proactively involve in enhancement of quality of training and patient care and contribute to various accreditation processes;
    9. Closely be associated with Spandana, the alumni association of SDMCDS;
    10. Imbibe qualities of role models and ideals of professionalism among students to set an example to the society.
  • Composition of the Council : The council shall consist of a General Body and an Executive Committee.
    1. General Body  All enrolled students of the undergraduate and postgraduate courses will be members of the General Body;
    2. Executive Committee  The Students Council shall have an Executive Committee consisting of the following:
      1. President
      2. Vice President
      3. Secretary
      4. Joint Secretary
      5. Treasurer
      6. Seven Executive Committee members
  • Meetings
    1. Council shall hold at least four meetings of the Executive Committee in an academic year, and as and when required.
    2. The General Body shall meet at least twice-a-year.
    3. A quorum for all general body and executive committee meetings shall consist of the members
    4. The President, or in his/her absence the Vice-President, shall preside over both the General Body and Executive Committee meetings.
  • Selection of Council members:The Council shall function under the guidance of the Director, SDM College of Dental Sciences & Hospital, Dharwad, who will act as Chief Mentor of the Council. The office bearers of the Council shall be selected as follows:
    1. President One student will be selected by and from amoungst the interns for the year 2009-10, 2010-11 & 2011-12, and thereafter by and from amongst the fifth year BDS.
    2. Vice President One student will be selected by and from amongst the fourth year BDS.
    3. Secretary One student will be selected by and from amongst the third year BDS.
    4. Joint Secretary One student will be selected by and from amongst the first year BDS.
    5. Treasurer One student will be selected by and from amongst the second year BDS.
    6. Executive Committee Member Five executive committee members shall be selected by and from amongst the undergraduate students (one from each year); two executive committee members shall be selected by and from amongst the post-graduates.
  • Tenure of the Office Bearers The tenure of the office-bearers shall be for a period of one academic year. The new Council shall be constituted each year before the end of August.
  • Duties and responsibilities
    1. President 
      1. shall preside at all General Body and Executive Committee meetings;
      2. shall be responsible for establishing the agenda for meetings;
      3. shall make daily contact with the students.
    2. Vice President 
      1. shall serve in the absence of the President;
      2. shall assist the President in carrying out his/her duties.
    3. Secretary 
      1. shall process and file all incoming correspondence;
      2. shall be responsible for composing and sending out correspondence on behalf of the Council;
      3. shall assist in the organizing and maintenance of the Council files.
    4. Joint Secretary
      1. in the absence of the Secretary, the Joint Secretary will perform the duties of the Secretary;
      2. shall assist the Secretary in carrying out his/her duties.
    5. Treasurer 
      1. shall maintain a financial record of all income and expenditures of the Council;
      2. shall submit financial records at the last Council meeting of the year.

The Executive Committee members shall mutually distribute among themselves the various duties and responsibilities for the smooth working of the Council.

  • A Notice for convening the meetings For convening the Executive Committee meeting of the Council, 3 days notice in writing is required, whereas for the General Body meetings, a notice of 7 days is required.
  • Minutes of meetings The proceedings of the meetings shall be recorded in writing in a bound book and initialed by the President. At the subsequent meeting of the class, the minutes of the previous meetings shall be read and approved with or without suitable modifications. All decisions taken in the meetings shall have the concurrence of the Principal of the institution.
  • Income and funds of the Council The income of the Council shall consist of the following:
    1. Membership fees
    2. Donations and voluntary contributions from students/parents
    3. Miscellaneous income
  • Accounts & Audit: The Council shall cause to maintain proper books of account of all the monies received and spent for the purpose and objects of the Council. After the close of the year the accounts shall be audited by a Chartered Accountant.
  • Accounting Year  : The Council shall follow the academic year as the accounting year, i.e. from 1st August to 31st July.
  • Amendment : Changes to this document may be made through a notice of members before the Council followed by 2/3rds majority.
